Industry Canada's Alternative Service Delivery Initiatives

The following table provides information on significant new Alternative Service Delivery (ASD) initiatives or the renewal of existing ASD initiatives, that are proposed or planned over the next three years, to deliver programs or services that contribute significantly to the achievement of the Department's mandate.

Improving Efficiency of Spectrum Online Services
Current Status: The Spectrum E-Services E-Commerce Delivery (SEED) has been an ongoing initiative that was developed in response to Government On-Line. The initiative is being further enhanced to improve service efficiency. SEED's vision is to improve services to its clients, respond to their needs and minimize costs by simplifying, streamlining and continuing to automate processes.

Although the Web site offers online access to all SITT's key services, the Department is working on partnering with some of its major clients to provide joint service delivery of radiocommunications services. Agreement conditions are being outlined with interested partners through a client procedure circular. The implementation of this initiative will allow partners online access to all the required information, as well as the ability to interact electronically with the Department, thus ensuring a quicker turnaround time for spectrum users.

Self-Marking of Terminal Equipment
Current Status: The self-marking of terminal equipment initiative began in 2003. It permits equipment manufacturers to mark the equipment themselves, instead of obtaining the labels from Industry Canada. Marking or labelling is a requirement under the telecommunication regulation. Self marking provides the manufacturers with the flexibility of marking or embossing their equipment, in addition to obtaining the labels from Industry Canada.

Status of ASD Proposal: Ongoing

Projected Implementation Date: As of December 2004, Industry Canada ceased providing labels, and manufacturers have to mark the equipment themselves.

Registration
Current Status: Measurement Canada's registration program was launched in April 2004. The scope of the registration program was the inspection of trade measurement devices used in the downstream petroleum sector. This is a voluntary program. To date, 21 organizations have applied for registration in this sector, one company has been registered, and 34 technicians have received or are scheduled to receive training. In the 2005–06 fiscal year, Measurement Canada plans to expand the registration program to include qualified companies in three new sectors, namely dairy, retail petroleum and retail foods.

The expansion of this program will assist in the enforcement of the agency's mandate by using alternative service delivery mechanisms. This will contribute to a fair, competitive and accurate marketplace in Canada.
